Connie has got off to a flying start and she has shown a great interest in Peggy and the George Quayle Legacy Project. He was a career diplomat in Pakistan before his appointment to the NMM where his tenure was successful in many ways and garnished his reputation as "the foremost figure in the world of maritime museums" (Guardian UK <a href="https://www.theguardian.com/news/2003/may/08/guardianobituaries.artsobituaries" target="_blank">obituary</a>, Thursday 8th May 2003). He was also a formidable autocrat.</p><p>As a boy, Greenhill had been obsessed with sailing. He'd seen the drawings of Peggy, commissioned by the <a href="https://snr.org.uk/">Society for Nautical Research</a>, amongst others in an exhibition at the Science Museum in South Kensington in the 1930's. Thirty years later, when the opportunity arose to visit Peggy at the invitation of Connie's predecessor, Basil Megaw, he took it. His articles on Peggy (see my previous post, '<a href="https://peggy-of-castletown.blogspot.com/2013/06/this-is-it.html" target="_blank">This is it</a>') from that period have, until recently, remained the primary source on Peggy and her history.</p><p>Greenhill reconstructed the story of the Quayle brothers' boats through researching the <i>Bridge House Papers </i>in the <i>Manx National Heritage Library & Archive</i>. His articles propose this sequence of events:</p><p>1. The 1789 boat mentioned in George Quayle's letters was called Neptune and is now lost.</p><p>2. The boat Peggy that has come down to us was built in 1791.</p><p>3. A second, smaller boat, also called Peggy, was built in 1793. This boat was impounded for contraband off Conway in Wales later that decade.</p><p>4. The sliding keels were fitted to the 1791 Peggy as an after-thought, but before 1796.</p><p>His arguments were made with what might be considered characteristic authority. Unfortunately he rarely referenced individual documents and his account is extremely hard to reconcile with what we now know. It was issued on behalf of the Lord High Admiral of Great Britain and Ireland, and permits Peggy to pass unmolested by the British navy. It lists her armament of six swivel guns as well as fowling pieces; these are the guns found with Peggy in her cellar in the 1930's. Her dimensions are listed as:</p><p style="text-align: center;">"Twenty four 10/12 Feet long, Seven 3/12 Feet broad"</p><p style="text-align: left;">Now, unfortunately these dimensions do not tally with those of Peggy (twenty six 6/12 Feet long, Seven 8/12 Feet broad). This did not go unnoticed by Mrs Lovel, and it is upon this detail that Greenhill built his 'two Peggys' argument. But could there be another explanation for the discrepancy?</p><p style="text-align: left;"></p><ul style="text-align: left;"><li>First, we do not know for sure what Peggy looked like before she was re-modelled after 1800. She was certainly shorter and narrower than she is today, but probably not by one foot eight inches in length.</li><li>Second, we do not know how the Admiralty came by the measurements, or exactly how such measurements were taken.</li><li>Third, the Manx yard was commonly taken to be longer than the British equivalent. By 1851, when new standard yards were created for distribution across the Island, the Manx Yard was measured at 37.5 inches making the Manx Foot 12.5 long! In the 18th century there may well have been considerable variation in these measures. More detail on this topic can be found in Quayle, P., 'Manx Linear Measures', <i>Proceedings of the Manx Natural History and Antiquarian Society,</i> Volume XV (2017), pp. 98-109.</li></ul><p></p><p style="text-align: left;"><br /></p><p style="text-align: left;">None of these observations neatly or definitively settle the question of Peggy's length as detailed in the Admiralty license, but they do come very close indeed to doing so. Furthermore, Greenhill's argument that the Peggy mentioned in the license is not the one that has come down to us does not fit with the physical evidence on the boat itself. Close investigation in the last five years has revealed gun mounts in the original <a href="https://en.wikipedia.org/wiki/Bitts" target="_blank">mooring bits</a> which fit the six swivels guns found with the boat. Our Peggy is indeed therefore the boat detailed in the Admiralty license of 1793.</p><p style="text-align: left;">Lastly, on the subject of 'little Neptune'. Basil Greenhill did not believe the surviving Peggy was the boat detailed in George Quayle's 1789 account book. However, recent paint analysis of Peggy and the boat house clearly shows that boat and boat house were decorated in matching paint schemes <i>from the same paint pot</i>. Go figure, as the Americans say....</p><p style="text-align: left;"><br /></p><p style="text-align: left;">Historical knowledge is always subject to change and re-interpretation. New evidence comes to light that demands to be reconciled with narratives that have been accepted for decades. But it's a fact that drawing Peggy in this way has really forced me to look at her properly. Without this level of study we can't hope to understand the form, function and provenance of each frame, stay, cleat and fixing. And it's vital that we do if we are to explain how she looked and how she sailed.</font></div><div><font face="verdana"><br /></font></div><div><font face="verdana">Using what I have learnt has enabled me to separate the two versions ('Peggies'?) - the original, 'racing' Peggy which was fitted with sliding keels and oar ports with rowlocks, and the 1802 'safe' Peggy with raised gunwales and no fancy contraptions. </font></div><div><font face="verdana"><br /></font></div><div><font face="verdana">In the next two pictures I have arranged them next to one another so that the differences can, at last, be easily appreciated. Scant records were kept of this intervention so we have never been certain exactly how many of her timbers were replaced at that time. Using the 3D drawing it is now quite easy to see those interventions. I have highlighted them in blue in the photo below. <span style="font-family: "Helvetica Neue", Arial, Helvetica, sans-serif;">I'm making final adjustments and additions to the CAD drawing of Peggy. This includes identifying the remains of the 1789 Peggy and separating them from the 1802 modifications. This has been quite a headache because George Quayle's conversion of Peggy to the form we see today resulted in <i>hundreds</i> of changes. Inside the boat for instance there's a veritable forest of frames; using the CAD drawing it is much easier to see patterns and correspondences in these and to categorise them to either period. Easier - but not easy.</span><br />

Turning the situation to my advantage I am taking the opportunity to complete the CAD (computer aided design) drawing of Peggy. The drawing is in three dimensions and will show each individual timber from which Peggy is made. <span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">All this is very laborious, and until the pandemic hit us I was struggling to find the time to complete it. But why, you may ask, am I bothering?</span><br />
<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">The CAD model of Peggy will be accurate (if somewhat rationalised) and it will be useful for two really important pieces of work. One is the reconstruction of Peggy's rig and her original form (and original rig too). We still don't really know much about this. The second piece of work is to explore how she may have handled. For this we can put the CAD model in a simulation.</span></div>

meeting convened to discuss technical and ethical issues surrounding the
conservation of the yacht <i>Peggy</i>
(1789). The meeting took place on the 8<sup>th</sup> of March, 2016, at the <i>Peggy</i> Conservation Facility in Douglas,
Isle of Man. The three guests had the opportunity during the previous
evening to visit Quayle’s boat house at the Nautical Museum in Castletown and
to view the stables and yard adjacent that might serve as a new home for the <i>Peggy</i> in due course.<o:p></o:p></span></div>

that, to his knowledge, <i>Peggy</i> is the
oldest complete vessel on the UK National registers of historic ships and small
boats and may be the oldest such vessel in Europe. Her significance is
uncontested. JK saw the <i>structure </i>as
the most important feature, followed by the paint. To the fixings (nails) he
attached low importance not least because of their parlous condition. In relation
to the paint, Mr Kearon drew a distinction in relative significance between the
decorated transom and the rest of the boat. All three experts agreed that <i>Peggy</i> is not a particularly well-built
boat; the frames and floors are rather irregular and the iron fixings are of
poor quality.<o:p></o:p></span></div>

firmly of the opinion that the fixings - iron nails – need to be excised and
discarded. John Kearon thought a lot of the damage they are doing is hidden
under the paint. He said the nails are what he would term ‘rose-headed’; they
were driven through the hull from the outside and their heads depressed and
damaged the timber as they were driven home. They are long and their tails were
subsequently bent over inside the boat. John and Charles Barker suggested we
remove them by pulling up (or snapping off) the bent tails then use a
combination of narrow core drills and tapping from behind to push them back
out. The quantity of ‘infected’ timber it would be desirable to drill out could
then be decided case-by-case. Charles suggested re-fixing with treenails in
suitable timber and estimated the job at two years for two persons. None of the
experts were convinced overpaint removal wold be a necessary precursor to this.<o:p></o:p></span></div>

dubious about the technical possibility of removing the overpaint, but
relatively relaxed about the possible aesthetic impact of doing so. As with the
removal of the nails they considered it important to undertake one job at a
time and to re-assess the issues each time. Edmund Southworth added that
conservation technology is continually evolving and that we don’t <i>necessarily</i> have to tackle non-urgent
problems in the short-term.<o:p></o:p></span></div>

strongly their opinion that the management of the project and the support for
decision making should be strengthened. Edmund Southworth and Tony Pass for MNH both
agreed to take this issue on as a matter of priority. As Mr Pass pointed out,
the <i>Peggy</i> project is set to “grow and
grow”.<o:p></o:p></span></div>

Martyn Heighton both felt we should step-up our publishing drive to include at
least, and in the first instance, an information brochure on the conservation of <i>Peggy</i>. Edmund Southworth suggested this
might integrate well with the current drive to update our site brochures.
Charles thought publishing our plans for the conservation on the internet was a
necessary step. He also felt a more substantial book would sell well, with Christopher
Weeks and Matthew Richardson the most likely authors. Martyn Heighton suggested
that the Isle of Man might host a meeting of the United Kingdom Maritime
Heritage Forum (possibly 2018). There were fruitful discussions on the role of
the Friends of Manx National Heritage and agreement that a proliferation of
friends groups is undesirable. Edmund Southworth suggested a small-scale
academic seminar for an invited audience to discuss the state of our knowledge
might be desirable, sooner rather than later.<o:p></o:p></span></div>

is now a museum object, or as Charles Barker put it “a piece of terrestrial
timber architecture”. They were adamant that <i>Peggy</i> should be displayed with her masts up and, if possible,
rigged. Whilst this would have a radical impact on the location of the new
display, the panel strongly agreed a maritime location in Castletown should be
sought. They were very enthusiastic about the positive possibilities for
telling strong stories and about the economic opportunities for Castletown the
new facility could offer.<o:p></o:p></span></div>

Since she was removed from her boat cellar in January last year she's not been on show She's still sitting tight in her conservation facility in Douglas. So what are we actually doing?</span><div>
<span face="Helvetica Neue, Arial, Helvetica, sans-serif">Our conservator, Christopher Weeks, has been working hard over the last year to finish building the conservation facility around her so that it now has an office and a toilet! At the same time he has been analysing Peggy with the help of a variety of specialist technical experts. He has now a treatment programme designed to arrest further decay and preserve Peggy for future generations. Most importantly his proposals have been discussed with our peers at National Historic Ships UK, Mary Rose Trust and others, and we now have a clear mandate to proceed.</span></div>

The input of professionals with a broad and profound knowledge of comparable projects is really important to us. </span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;">Conservation Projects in the UK (which this isn't) that attract charitable grant funding from the National Heritage Lottery Fund or other comparable bodies (which it cannot) would generally expect this level of 'peer review' to be visited upon them. Despite our relative isolation </span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;">we want to 'get it right' at every level (documentation, analysis, diagnosis, remedial work, presentation), and we are aiming for an exemplary standard in every area. Obviously this will not be easy, but we have behind us the good-will of our colleagues, the support of our Trustees and the keen interest of local politicians and the general public, so we are off to a great start.</span><br />

Crick Smith, the company undertaking the analyses, has done a great job and come up with some super results.</span><br />
<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">The paint layers confirm that Peggy and the cabin room were built at the same time as each other, and that the same paint was used on both so that one echoed the other. It would appear that in the 1790's Peggy was painted a creamy colour on the hull exterior, with the rubbing strakes (thin timber bands down each side) picked out in black. The lower part of the hull (under the water) was tarred black. There was a thick, green band running around the top and across the transom (the decorative board at the back of the boat). It was on top of this that the gilded lettering 'PEGGY' was applied. </span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;">The cream/ green/ black colour scheme was used in the cabin room. </span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;">Inside the boat, the bilges (below the water line) were tarred black and the rest of the interior was a bright, deep red.</span><br />
<span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;">In or around 1802 George modified Peggy by making her taller. He repainted her at this time in a dark-yellow ochre paint with black highlights. Again, the decor in the cabin room was changed to compliment the boat. We can also see that, contrary to received opinion, George continued to use Peggy in her modified form for up to eight seasons, until no later than 1810. </span><span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">As soon as I can I'll post some mock-ups so you can see how she would have looked. Crick Smith are also helping me investigate the safest and most effective means of removing the modern over paint from Peggy.</span><br />

<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">It's assembled from 50 mm foil-backed insulation panels screwed to a timber frame, and it is very close-fitting to the boat. Air h</span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;">umidified to 85% (relative humidity) is fed in though ducts on the port side (we're using a </span><span style="font-family: Arial, sans-serif; font-size: 12pt;">Defensor PH28A humidifier). </span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;">Self-closing vents on the starboard side allow the release of excess pressure from the sealed enclosure. Because of this positive pressure we've not needed to worry about sealing every joint in the enclosure, though we could always do so if I think the enclosure isn't maintaining the desired level of humidity. For now it seems the efficiency of the enclosure is very high, because the humidifier appears only to have deployed once. Peggy herself of course presents 1.5 tonnes of humidity-buffering material containing 17-20% water, so perhaps it's not surprising we're not putting the machinery under too much stress! </span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;">The conditions inside and outside the enclosure are monitored continually with Eltek GD10 radio sensors. I'm also</span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;"> recording the wall and floor temperatures using GD21 sensors with thermocouple probes, and there are flood sensors surrounding the humidifier in case it springs a leak. All the data is fed to a networked logger that is accessible over the internet. By these means I hope to make the management of humidity and it's eventual reduction as tightly controlled and energy efficient as possible.</span><br />

The idea of the gallery is to tell the </span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;">story</span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;"> of </span><span style="font-family: 'Helvetica Neue', Arial, Helvetica, sans-serif;">Peggy and of George Quayle during the absence of the boat itself.</span><br />
<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">We are planning to show some of the objects from last year's archaeological dig. Some, like this coconut (one of two), are rather unusual.</span><br />

<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">It would appear that the conservation of marine archaeological coconuts is a new or at least rare discipline! Would the two hundred year-old coconuts (fashioned as posh drinking cups) shrink and crack when dried out? Would sea salt destroy them as they dried?</span><br />
<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">To counter any possibility of the latter they have been soaked for several months in clean water. I measure the amount of salt in the water regularly to see at what point it is at a negligible level.</span><br />
<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">One of the coconuts was squashed and split when we found it. I am now allowing this one to dry, and I'm recording the width of the cracks and splits to see if they change as it does so. I'm not expecting any dramatic changes, after all and as my colleague Matthew Richardson pointed out, coconuts have evolved to withstand long periods floating in the sea - it's a primary means of propagation.</span><br />

Our sixth form production of it was stoked with hysterical tension and was totally over-cooked.</span><br />
<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">Readers would be surprised therefore to witness our calm, in spite of the fact that we are working furiously in the lead up to removing Peggy, finally, from her cellar on the 28th of this month (January 2015).</span><br />
<span style="font-family: Helvetica Neue, Arial, Helvetica, sans-serif;">The Conservation Facility is in our possession now and we will be painting the floor next week. I will be buying material to make a temporary, insulated, climate-controlled enclosure there for Peggy. In the next few days we'll be installing flood barriers at Peggy's cellar to protect her from the tidal flooding predicted for 22nd/ 23rd of January, and we will be preparing the scaffold platform outside the cellar for Peggy, and putting up a temporary roof over the yard to protect her from the wind and rain. Gallas Foundry are making last minute adjustments to the lifting cradle. The crane and lorry drivers are lined up to undertake the lift and transport, and the necessary road closures are in place. Our staff photographer will be on-hand to record the proceedings and we will be filming the lift from a remote controlled drone.</span><br />
